We would like to raise awareness of the fact that protection
of constitutional principle of Montenegro as an ecological state and its
invaluable, natural beauties is a strategic interest of the Montenegrin society.
Montenegro in 1991.was self-proclaimed as an ecological state and this fact must
be decisive in creating a positive image that we would like to obtain in the
civilized world. The image must be supported by concrete actions aimed at
achieving the highest standards in the area of cultivating positive attitude
towards the need to preserve the environment.
The change our previous attitude toward the environment, a systematic education
about the need to care about the environment from the earliest age; planning of
environmentally sustainable projects, coordination of national policies and
strategies that may not be implemented without a defined environmental
sustainability, drafting of applicable legal regulations with strict sanctions
for the devastation of the environment, the urgent tasks of the state. In the
state should not exist so called environmental „hot spot” like Pljevlja, Niksic,
Podgorica, or the wider area and Skadar Lake, and in that sense it is necessary
to establish priorities for emergency repair of the existing situation.
Montenegro must keep abreast of new trends and knowledge in this field, must
take account of global climate change, must adjust its energy policy and
constantly seek a balance between economic and ecological demands. Montenegro
has its own environmental policy based on international principles and the
highest environmental standards.
SNP CG believes that the experience of international environmental organizations
makes the state aware of the need to intensify cooperation with these
organizations, especially in terms of preventive environmental protection but
also sustainable valorization of resources, such as space, which in our country
is not an unlimited resource. The state must encourage and reward
environmentally responsible citizens and entrepreneurs, and strictly sanction
the irresponsible ones. Cooperation on a partnership basis with local
governments and civil sector is important for effective planning and
implementation of environmental policies, particularly in sectors of energy,
transport, tourism and spatial planning. SNP CG considers that young, highly
educated people, who have had the opportunity to get to know to different
manners of environmental protection in rich and developed countries, play
particularly important role in raising environmental awareness in Montenegro,
and we would like to find the best way to use their experience in the field of
rapid environmental education and building ecological culture among our
citizens.
