SNP CG is committed to changing the current economic model
with a different one, which will be focused on a continuous and sustainable
economic development based on the real strength of our economy, with the overall
goal to attaining a rapid growth in living standards of our citizens. This model
requires radical change in economic policy and the transition to a social market
economic model as a key driving force of future general development strategy of
the country. We stand for the change of tax policy, tighter and non-selective
fiscal discipline, full identification of income and property as a basis for
taxation, as well as the introduction of a system of progressive taxation, so
that anyone who earns more, pays more. We are committed to principles of full
protection of property rights. For that reason urge the process of fair
restitution to be completed quickly and efficiently, in order to correct the
injustices of the past.
In this way, the process of identification of property rights would be finally
completed. Market economy openness must be in accordance with mechanisms of
clearly defined rules of state interventionism, and the state’s aid to those
businesses with good prospects, which at this point cannot withstand the
pressure of international competition. We stand for a responsible management of
the remaining state property, but also for the possibility to question the
effects, particularly the legality of previous privatization in the transition
process, and in that sense we firmly believe that the criminal offense referred
to in the privatization process cannot become obsolete. Eradication of
monopolies is the best contribution to encouraging free entrepreneurship,
especially in small-scale economies like ours. The competitiveness of our
economy is at a low level, so it is necessary to encourage the growth of the
export of goods and services with introducing radical state measures. In this
respect, stronger connection between real and financial sectors is needed, along
with the establishment of an effective regulatory framework and increase in
transparency of work of economic and financial subjects. The respect for
contractual relations is one of the foundations of market economy, and
eliminating corruption in economic relations is the basis for a sustainable and
balanced development. Montenegro does not have time or chance to waste.
Investments in road and energy infrastructure, new information technology,
agriculture and fisheries, the development of the service sector, designed
tourism strategy, restructuring of those segments of the economy that have good
prospects, strengthening of corporate culture and the full protection of small
and minority shareholders, establishing conditions for green-field investments
by trustworthy foreign investors, consistent respect for the sales relations
from the privatization process and public private partnerships, full regional
economic cooperation, valorization of so called national financial accumulation
are just some of the policies that are missing in Montenegro. SNP CG wants to
implement these policies in order to move Montenegro forward, and to make its
economic development balanced and sustainable, and to ensure that the not only
few individuals in Podgorica and on the coast feel the effects of such
development but all the citizens in all parts of our country.
We want to put special emphasis on the development of strategic branches of
economy, such as energy, tourism and agriculture.
The state must maintain a leading role in the construction and use of energy
resources, encourage efficient utilization of renewable energy resources policy,
but also participate in achieving much better energy efficiency. Strategic
resources must remain in a majority state ownership along with promoting
partnership relations with countries from the region in energy sector. In this
respect it is necessary to ensure that energy and tourism development are laid
down on sustainable basis, with environmental protection as a top priority.
Capital investments and public works must be complementary with the tourism
development strategy, the investments in construction of new tourist facilities
must be subsidized and the budget minimum for assistance to the tourism sector
must be defined; investments in personnel education should be encouraged. It is
also necessary that the state, together with local self-governments, coordinates
legal documents with strategic principles of tourism development and ensures
proper functioning of supervisory and control functions of operations in the
tourism industry. In addition, we see a chance of Montenegro’s positioning on
international market through the development of agriculture, in particular
organic food production. We do not consider a small internal market as an
obstacle, for, with a well-designed policy, agricultural products may be
marketed for the needs of tourists in Montenegro and also put into function of
the export of goods to the countries in the region. For all these reasons, we
advocate for strong state protectionism and protection of agricultural
producers, aggressive incentives and financial support and adoption of a
national food import substitution strategy, aimed to promote food products of
local producers.
